Which students must meet the STAAR graduation requirements?

Students who were first enrolled in grade 9 or below in the 2011–2012 school year, the first year of
the STAAR program, must meet the STAAR graduation requirements to earn a high school
diploma from a Texas public or charter school. Students who repeated grade 9 or were enrolled in
grade 10 or above in the 2011–2012 school year must meet other testing requirements for
