TELPAS assesses the progress that ELs in kindergarten through grade 12 make in acquiring the
English language in the domains of listening, speaking, reading, and writing. TELPAS measures
English language acquisition in alignment with the Texas English Language Proficiency Standards
(ELPS) that are part of the TEKS, the state-mandated curriculum. The Elementary and Secondary
Education Act (ESEA) requires states to conduct annual statewide English language proficient
